Can you smoke in Paris?
Current status. Smoking and vaping are banned in all indoor public places (government buildings, offices, public transport, universities, museums, restaurants, cafés, nightclubs, etc.).
Smoke Free Places
Smoking is prohibited in most forms of public transport, with exceptions for taxis and outdoor places on commercial watercraft. The law also prohibits smoking in some outdoor areas, specifically those that are regularly frequented by minors.
Smoking / Non-smoking
Since January 1st 2008, this ban has been extended to so-called “gathering venues” : hotels, restaurants, bars, tobacco shops, casinos and nightclubs. However, smoking is allowed on café, restaurant and pub terraces, as long as they are not covered, or enclosed.
About 21 percent of people living in the greater Paris region of Ile-de France are smokers, the lowest rate in the country, and it is followed by the regions of Pays de La Loire, in second place with 23 percent, and Normandy, in third place with 25.6 percent.

Is it common to smoke in France?
Smoking rates have increased in France from 29.9% in 2005 to 34.1% in 2014.
China has the most tobacco users (300.8 million), followed by India (274.9 million). China has the most smokers (300.7 million), while India has the most smokeless tobacco users (205.9 million). Russia faces a looming crisis. Russia has the highest smoking rate among men (60.2 percent).

Alcoholic beverages are sold in grocery stores, specialized shops and supermarkets in Paris. Even if the wine is one of the national drinks, drink alcohol with moderation or you can be arrested for drunkenness and disorder in public roads. However, and unless you disturb someone and drive, you will not be bothered.
Among the EU Member States, the highest shares of people exposed to smoke on a daily basis in 2019 were observed in Croatia (34.7 %), Bulgaria (29.3 %) and Greece (28.0 %); a high share (49.0 %) was also reported for Serbia.
Alcohol is available in almost every food store or supermarket. Tobacco products must be bought at a "tabac" indicated by a distinctive red double cone.

Despite what was said in this thread, it is not illegal to smoke inside a public place in France if the owner sets aside a special enclosed and ventilated room (fumoir). They are rare but they do exist.
Can you smoke on a French balcony?
Yes, you can. My husband is a smoker and he did smoke on the balcony off our room,with no problems. They were wonderful about that.
It feels important to state this first: you cannot smoke tobacco indoors in Amsterdam, and for any private-owned space that isn't a coffeeshop, you most likely can't smoke bud either.
In all of France (including Paris), smoking is forbidden by in all enclosed public spaces which include bars, cafes and restaurants. Therefore it is only possible to smoke outdoors. So, inside the restaurant or cafe it should be completely non-smoking but it is possible to smoke if seated at an outdoor table.

Since then, the EU has done its very best to ban smoking in public throughout Europe. In many countries though, smoking is such a tradition that it's very difficult to ban it in social spots, such as bars and restaurants.
