How do you rotate view in Chrome?
Pressing Ctrl-Shift-Alt-F3, spins the Chrome browser window within the top half of the rotated monitor screen.
To flip an image, right-click on any image and then, from the context menu, select the Right or Left option from the Rotate submenu, as shown below.

How do I rotate my browser screen?

Change orientation of whole document
To change the orientation of the whole document, select Layout > Orientation. Choose Portrait or Landscape.

Your Chromebook screen will rotate automatically when in tablet mode. You can disable auto-rotation to turn off this feature. Put your Chromebook in tablet mode. Tap the clock in the lower right corner, then and Auto-rotate to turn the setting off.
If the screen rotation is already on try turning it off and then on again. To check this setting, you can swipe down from the top of the display. If it's not there, try going to Settings > Display > Screen rotation.
Turn on Auto rotate. You'll find this setting in the Quick Settings menu. If you see Auto rotate highlighted in blue, then auto rotate is turned on. If you don't see Auto rotate, but there's a Portrait icon instead, auto rotate is disabled.
