An Act to prohibit the tattooing of persons under the age of eighteen years.

1 Prohibition of tattooing of minors.E+W+S
It shall be an offence to tattoo a person under the age of eighteen except when the tattoo is performed for medical reasons by a duly qualified medical practitioner or by a person working under his direction, but it shall be a defence for a person charged to show that at the time the tattoo was performed he had reasonable cause to believe that the person tattooed was of or over the age of eighteen and did in fact so believe.
2 Penalties. E+W+S
Any person committing such an offence shall be liable on summary conviction to a fine not exceeding [F1level 3 on the standard scale], or, in the case of a second or subsequent conviction, to a fine not exceeding [F1level 3 on the standard scale].
Most states permit a person under the age of 18 to receive a tattoo with permission of a parent or guardian, but some states prohibit tattooing under a certain age regardless of permission, with the exception of medical necessity (such as markings placed for radiation therapy).
13102. An individual shall not tattoo, brand, or perform body piercing on a minor unless the individual obtains the prior written informed consent of the minor's parent or legal guardian and proof of that individual's authority to give the informed consent required under this section.
Bartleby Research argues that teenagers should not be allowed to get tattoos without the consent of a guardian because the decision can be immature, dangerous, or even lead to job restrictions.
The State of Florida has mandated under Chapter 64E-28, Florida Administrative Code, that no one under the age of 16 years old may get tattooed. Anyone that is 16 or 17 years of age must receive consent as documented and notarized on the state-mandated form linked below.

Is it legal to tattoo a minor with the parent's consent? No. California law prohibits tattooing minors across the board. Penal Code 653 PC does not provide a “parental consent” exception.
(A) No person shall perform a tattooing procedure, body piercing procedure, or ear piercing procedure with an ear piercing gun on an individual who is under eighteen years of age unless consent has been given by the individual's parent, guardian, or custodian in accordance with division (B) of this section.
Tattooing can legally be done only on someone who is at least 18 years of age, or who has the explicit in-person consent of a parent or guardian. A fake I.D. or driver's Page 2 license is not sufficient for proving parenthood or guardianship.
Health risks: Tattoos can carry health risks, including allergic and other skin reactions. There may also be an increased risk of hepatitis or HIV if your teen does not go to a professional, reputable tattoo shop. Changing body: Teen bodies are still growing, so tattoos may change as they grow.
Some kids may simply be fascinated with play tattoos or may see tattoos as a rite of passage into adulthood. Others may have a deep personal connection to a particular design, such as a simple volcano tattoo that represents their love for nature.
(a) No person shall perform any body art procedure upon a minor unless the person obtains the prior, written, informed consent of the parent or legal guardian of the minor, as shown in Appendix B, Consent for Minor.
According to A.R.S. 13-3721, it is unlawful for anyone: To intentionally brand, scarify, implant, mutilate, tattoo, or pierce the body of anyone under the age of 18 without the physical presence of the parent or legal guardian of the person requesting the brand, scar, tattoo, implant, mutilation, or piercing.
An artist may not tattoo a person younger than 18 without meeting the requirements of 25 Texas Administrative Code, §229.406(c), whose parent or guardian determines it to be in the best interest of the minor child to cover an existing tattoo.
(WTVO) — Illinois lowered the legal age for a person to get a tattoo from 21 to 18 in 2006. But no one under the age of 18 can get a tattoo in Illinois, even with a parent or guardian's permission.
