The simple answer is that Kanan Jarrus did not become a Force Ghost. And based off of what we know about Force Ghosts, there is no way that he could have done so. The few Jedi* that became Force Ghosts did so by maintaining their distinct and unique consciousness in the cosmic Force even after death.
This is confirmed in the canon novel A New Dawn: Kanan knew he was anything but lucky.

His blindness, however, makes him even stronger in the Force, able to “see” without his eyes by using the Force.
